YUVA KRIDA AUR KHEL ABHIYAN (PYKKA)
The Scheme of PYKKA was
launched by the Department of Youth Affairs & Sports, Government of
India, in the year 2008- 09 with a view to broad-basing games and sports and
to tap the hidden talent in rural area.

Aims & Objectives

- To
provide universal access to sports in rural areas and promote a sports
culture among both boys & girls.

harness available and potential sporting talent among rural youth
through a well designed competition structure from the block level.
- To
put in place an effective mechanism to identify and nurture sporting
talent in rural areas.
- To
promote both indigenous and modern games and
- To
create seamless integration between the competition structure right from the Panchayat
level through to the National level in order to facilitate exponential
growth in the number of high performing sports persons.

NOTE:
- 10
Sports disciplines at the State
level to be selected out of the above 20 disciplines of National
level with preference to both individual sports and team games ideally
in the ratio of 60:40, respectively, as best suited to the states and UTs.
- 10
Sports disciplines at District
level similar to State level with preference to both individual
sports and team games ideally in the ratio of 60:40, respectively.
- 5
Sports disciplines at block panchayat level to be selected out of 10
disciplines of District level with preference to both individual
sports and team games ideally in the ratio of 60:40, respectively.
- As
no competitions are envisaged under PYKKA at village panchayat level, no sports disciplines are
recommended for village panchayats. However, as the rural youth from the
village panchayats will be required to
compete in sports competitions to be organized in the block panchayat of their area, the village panchayats may select all five or anyone of the
sports disciplines selected by their block panchayat
to prepare their athletes for participation in block level
competitions.

Eligibility, Age &
Selection
|
- All
local rural youth of village panchayats
residing in their respective block/ district/state will be eligible to
participate under the activities and competitions of PYKKA.. Decision of local panchayat
will be final in this regard.
- For
ensuring the mass participation of rural youth for instilling a
culture of physical fitness among them, all the local residents of
village panchayats without any age bar will
be eligible to participate in competitions upto
block level.
- For
district level competition onwards, only the youth below the age of 18
years as on 31st December of the year of the competition
will be eligible to take part.
- The
selection criteria for the rural youth for allowing their
participation in district level competitions in individual disciplines
will be on the basis of positions secured by them at block level
competitions. While the
position holders above the age of 18 years will be automatically
debarred from taking part in district level competitions, rural youth
below the age of 18 years will be selected on the basis of position
secured/in order of merit by them at block level competitions for
allowing their
participation in district level competitions onwards.
- For team events, the selection will
be done by the Committee constituted for the purpose. The Block Level Committees will be
constituted by the concerned district level committees or the state
level committee, as may be decided by the concerned State Government.
- There
shall be adequate representation of tribal boys/girls in selection of
players, wherever there is tribal population.
- All
states/UTs are required to organize the
competitions up to state level quickly so that National Games under
PYKKA can be organized before the close of the financial year

|
Approval Mechanism, Release
of Funds And Submission of Utilization Certificate
|
Funds in respect of Competition Component including
prize money will be released to the state governments/UTs
through SAI NS NIS, Patiala
as per the calendar of competitions submitted by the State Governments/ UTs. The funds
will be released in two installments i.e. first installment of 75% of
admissible grant and second installment of 25%, the second to be released
on receipt of a progress report about utilization of the amount released in
first installment. The progress
report should be sent under the signature of a designated officer of the
State level implementing agency.
The State Government will have discretion in the
composition of state level and district level Executive Committees subject
to the condition that, as far as possible, representation of panchayats must be ensured upto
district level. Similarly representation
of Government of India/GOI agencies nominees, wherever prescribed should be
ensured.

COMPONENT
|
ANNUAL ACQUISITION GRANT
|
|
1.
|
Objective
|
The Annual Acquisition Grant will be for a period of 5
years for the acquisition of sports equipment, accessories, first aid and
sports medicine kit, support fixtures, consumables and repair and
maintenance of equipment. This would be tantamount to tapering grant. The
state governments/local bodies would be expected to meet the full funding
requirement beyond 5 years.

Items
|
Under this component of the Scheme, the expenditure on
the following is permissible:
- Sports
equipment such as bats, Racquets, sports kits etc.
- Sports
accessories such as pads, guards, helmets, bands etc.
- First
aid and sports medicine kit
- Special
sports gear
- Score
board
- Consumables
such as nets, balls, shuttlecocks, chalk etc.
- Indoor
fitness equipment
- Other
items permissible under the detailed State Action Plan

4.
|
Guidelines
|
For the utilization of Annual Acquisition Grant, the
following guidelines will be followed for purchase of consumable equipment:
- The
consumable equipment will be purchased for the events selected for
each sports discipline only
- Normally
in an individual sport, 3-4 players should be there for each
event/weight category
- In
the team games, at-least 2 (two) complete teams may be there in each
centre.
- The
quality equipment will be purchased keeping in view the standard of
players
- The
list for purchase of consumable equipment will be made in order of
priority of requirement basis so that the items required on priority
could be purchased first, keeping in view the resources available
- Normal
procurement procedures may be followed

ANNUAL OPERATION GRANT
|
|
1.

Objective
|
The Annual Operational Grant will be for a period of 5
years for the management of sporting activities and honorarium to Kridashrees. years. The state
governments/local bodies would be expected to meet the full funding
requirement beyond 5
years.

Guidelines
|
- To
oversee the functioning of PYKKA centres at
block level and panchayat level, local
committees with reputed persons including sportspersons may be constituted.

NORTH
EASTERN GAMES
The Scheme of
North East Sports Festival was launched by the Department of Youth Affairs
& Sports in the year 1986-87 and is being operated through the Sports
Authority of India. The scheme has been subsumed in the newly instituted
scheme named “PYKKA”. The funding for the North East Games is
being arranged from the PYKKA Budget. The other features of the North East
Games are as under:-.

EAST GAMES:
- To
and fro IInd class train/bus fare from State
Capital to the venue of the Games to the participants and officials
- Board
& lodging charges for the days of the competitions plus a day
before and a day after the competitions @Rs.
100/- per person per day.
- Medals
& Shields for individual and team events
- Trophies
for the overall best place and the second best place
- Merit
certificates to the winners of first three places in individual and
team events and participation certificates to all the participants
including officials
- Winners
of Gold Medal in individual and team events in the Games are awarded
utility prizes
- Financial
assistance upto Rs.1.00 lac
is given to the host state for the purchase of sports equipment
ELIGIBILITY:
- No
age restriction – the idea being that the best available sports
men and sportswomen in each event should be selected to participate
for each state covered under the games.
- Participants
must be resident of the state which they intend to represent in the
games for the last five years. Residence certificate is required to be
produced.
SPOTTING
OF TALENTED PLAYERS:
- The
experts after observing the North East Games spot the talented players
and submit their lists. These lists are circulated to the State Sports
Departments for giving special attention to these players and
providing them necessary facilities. These lists are also circulated
to SAI Regional Centres for considering
their admissions to the SAI Centres.

NATIONAL SPORTS FESTIVAL FOR WOMEN
The origin of the National
Sports Festival for Women dates back to 1975 when the festival was organized
as a part of the celebrations connected with the International Women’s
Year. Considering the impact the festival made in arousing sports
consciousness amongst women in the country, the Government of India decided
to make it an annual feature. The other features of the National Sports
Festival for Women are as under:-

PROMOTION OF SPORTS AND GAMES IN SCHOOLS
The scheme for Promotion of Sports and Games in
Schools was launched by Govt. of India, Ministry of Youth Affairs and Sports
in 1986 and reviewed subsequently in 1992 with a view of raise the standards
of sports at school level in the country and to encourage participation in
inter-school competitions
