The Scheme
The
Scheme of Assistance for Creation of Urban Sports Infrastructure, a sports
promotion scheme of Govt. of India, aims at addressing the entire
‘Sports Eco System’ in a holistic and comprehensive manner.
A large
number of sports facilities created earlier, under erstwhile schemes, remains under-utilized or un-utilized. There is a need
to have an effective mechanism available in the Centre or the States, to
encourage their production utilization.
At the
Conference of State Sports Ministers, held in 2009 and 2010, it was
unanimously resolved to introduce a comprehensive scheme, for supporting
the creation of urban sports infrastructure.
The
Planning Commission has agreed, in principle, for the introduction of a
comprehensive Central Scheme for promotion of urban sports infrastructure,
as a pilot project, on the basis of its feasibility and viability. This
Pilot Scheme proposed an allocation of Rs.30 crores
for the year 2010-11 and Rs.60 crores, for
2011-12.
At the
end of the 11th Plan Period, the Scheme shall be evaluated before
converting it to a full-fledged scheme, in the 12thFive Year Plan.
The
projects supported under this Scheme will be linked to the National Playing
Field Association of India (NPFAI) and Sports Authority of India, within
their respective areas of operation; and not treated as stand-alone
projects. Emphasis will be placed on sustainability and optimal utilization
of existing playing facilities. Provision has been kept for coach
development programme, on All India basis,
through one month Refresher training course, by the Netaji
Subhas National Institute of Sports, Patiala.
Structure and Approach
The
Scheme of Assistance for the Creation of Urban Sports Infrastructure
envisages the following structure :
- Development of Community
Playfields, by State Governments, through Play Field Associations.
- Coaching and Coach
Development Programme, through Central and
State Governments, by means of coach education and training of
Physical Education Teachers.
- Players Academies—The
SAI Centres will provide the nucleus of a hub and spoke model for such
academies, catering to the premier sports in each State.
- To operationalize
the above concept, the Scheme focuses on the following approach:
- Promote and support a
mechanism at national and the state level to encourage, assist, and
preserve the community playfields.
- Incentivize
the utilization of infrastructure already available in the state, at
all levels, by filling up critical gaps.
- Create new need-based
infrastructure, subject to fulfilling all requirements for its optimal
utilization, including financial viability.
- To promote capacity
building among coaches, including community coaches, through education
programmes.
Coach Development
The
Coach development is one of the objectives of the Scheme of Assistance for
the Creation of Urban Sports Infrastructure, of Ministry of Youth Affairs
and Sports, Government of India.
Under
the programme, the coaches of selected sports
disciplines, employed with the States/UTs, would
be re-trained through a one month Refresher Course through Netaji Subhas National
Institute of Sports, Patiala.
To
qualify for this course, a coach must have passed Diploma in Sports
Coaching, from any institution, authorized by the Govt. of India.
Govt. of India
would provide financial assistance to the tune of Rs.50,000/-
per coach, for this training programme.
The State Governments/UTs will
obtain a bond from the nominated coaches that they would not leave the
service for two years, after receiving this training.
Refresher
Course in Sports Coaching
Aim
To
update the knowledge of in-service coaches of various sports disciplines, and to make them aware of the latest
developments in the field of sports coaching.
Participants
Each
State would nominate 20 coaches and an Union
Territory 10 coaches of various disciplines, for this training programme. The number of coaches to be nominated for a
particular discipline would depend on the number of venues on which that
discipline would be available, for training.
The State/UT
can depute one coach per discipline, per center i.e. if a discipline is
available at three centres, three coaches could be deputed for that
discipline; however, the total number of coaches to be deputed should not
be more than 20 in the case of states and 10 in the case of UTs, in a year.
Period & Duration
Initially,
the Course would of onemonth duration and would
be conducted from 1 to 28 February, during the year 2011-12, as a
Pilot Project; and thereafter may be conducted, in May-June, every year,
if, after evaluation, the Scheme is approved for the 12th Five year Plan.
Venues
The
Refresher Course would be conducted at NIS, Patiala, its academic
sub-centres, SAI NetajiSubhas Southern Centre, Bangalore, SAI Eastern
Centre, Kolkata, and LNCPE, Thiruvananthapuram.
The
proposals from the States/UTs would be received
centrally, at NIS, Patiala, and after processing the same,
the coach students would be allotted the centres, keeping in view the
strength of the trainees and the disciplines available.

in view the facilities available at various venues, the distribution of the
sports disciplines at different centres would be as follows:

As a Pilot Project, the course has been planned for 20
sports disciplines. Some more disciplines could be added later, if
required.
The
course would be conducted in only those disciplines in which the number of
trainees is 10 or more. The game in which the
number of trainees would be less than 10, would be dropped.
The last date of submission of Forms for all Centres at
NSNIS, Patiala,
is 14th November 2011.
Facilities extended by the Central Government
Faculty
: Senior-most, well-qualified and experienced faculty members would
be deputed/ engaged for conducting this advanced training programme.
Sports Infrastructure : The world-class sports
infrastructure available at SAI Centres of Patiala, Bangalore, Kolkata,
and LNCPE(Thiruvananthapuram), would be made
available for this training programme.
Boarding &Lodging : The participants of this programme would be provided boarding @ Rs.350/- per head, per day; and they
would be accommodated in the hostels, meant for the elite sportspersons.
Sports Kit:The
coaches attending this course would be provided sports kit comprising a
track-suit, T-Shirt, Kit Bag and shoes, as per the norms fixed for the SAI
coaches.
Medical Facilities :All the participants would
be extended the necessary medical facilities, by the Health Centres of SAI
Centres, for the duration of the Course.
Study Material: Efforts
would be made to provide the copies of the necessary study material, of the
respective disciplines.
Examination: The theory
and practical examination would be conducted, at the end of the training progrmme. A Coach-student will have to secure minimum
33% marks, to become eligible for the course certificate.
Certification: The
successful participants of the Course would be awarded a Certificate to the
effect that they have attended/passed the Refresher Course, sponsored by
the MYA&S, Govt. of India, and organized by the NetajiSubhas
National Institute of Sports.
Contribution by the States/UTs :
The States/UTs would bear the travel and other
allowances of the coaches, deputed for this training programme.
